- furnish contract performance guarantee bonds for 10% of the contract value in the event of a contract being awarded to them.

Estonia . Multi-purpose ship for the Border Guard

General Specifications

Coast Guard Ship -  JasonTromm (flckr)This specification describes the requirements which the new multi-purpose ship, ordered for the Estonian Border Guard, has to comply with. In addition to the requirements of this specification, the ship has to be designed and built in accordance with the Good Ship Building Tradition and correspond to all standard requirements for ships of this type. The ship shall be constructed for a service life-time of a minimum of 30 years with an annual sailing time of approx. 2000 hours. In addition, the vessel will be annually operated at anchor for approx. additional 200 hours to replace surveillance radars in different circumstances.

The ship shall be transferred to the customer after completing all building works so that the ship will be ready for immediate operation (including full fuel tanks and oil necessary for various mechanisms. Oil tanks, consumption tanks as well as containers, shall be full). All equipment and devices shall be installed in their respective places. All mechanisms and systems of the ship shall be tested, the ship shall be completely cleaned and painting completed. All materials, accessories and mechanisms for the ship shall be chosen from well known suppliers with a good reputation for producing marine products and from producers-sellers ensuring proper maintenance. Equipment types stated in the specification are meant to specify the equipment quality. Along with the ship all below mentioned documents on three paper copies (fast filing) and on three CD copies shall be transferred to the customer.

Russia : SURGUT WASTE WATER COLLECTION

EBRD/BERS - RUSSIA - SURGUT WASTE WATER COLLECTION AND REHABILITATION 
Surgut Municipal Unitary Enterprise “Gorvodokanal” (the “Company”) has applied for a loan from the European Bank for Reconstruction and Development to implement an investment project to improve wastewater services in the City of Surgut.

The proposed project, which has the total estimated costs equivalent of EUR 6,500,000 and will require the procurement of the works for:  Rehabilitation of sewers within the City.

Open tenderings for the above works are expected to be commenced in the second quarter 2009.

Contracts to be financed with the proceeds of the loan from the European Bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country.

The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII or the Charter or the United Nations or under a law of official regulation of the Purchaser’s country.

This Invitation for Tenders follows the General Procurement Notice for this project, which was published in Procurement Opportunities, on 28 March 2008 with the Ref: 5530-GPN -35162.

S.C. Centrala Electrica de Termoficare Iaºi (CET) S.A., hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of: Iasi District Heating Rehabilitation Project. S.C. Centrala Electrica de Termoficare Iaºi (CET) S.A. now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan, namely for:

Procurement of installation and construction works for the factory assembled thermal stations and thermal modules inside the following thermal stations :

TS 1,2,3,4,5,7 Socola, TS 10,11,14,15 Cantemir, TS 1,2 Tudor Vladimirescu, TS 1,2,3,4,5,6,7 Alexandru cel Bun, TS 10,13,14,15,16 Dacia, TS 2 Canta, TS 2 Moara de Foc, TS 1 C. Negri, TS Tg. Cucu, TS Kogãlniceanu, TS Filarmonica, TS 16,17,18,19,20,21,22,23,24,25,26,27,28 Tãtãraºi ºi TS 2,3,4,5,6, Garã.

For all the thermal stations the works are:

  • Architectural and civil engineering works -
  • Works for installations related to the construction (electrical, sanitary and others) -
  • Thermo-mechanical works to connect the thermal station/thermal module to the district heating system

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria set forth in the Tender Data clause 3.6., as follows:

(a) the tenderer, has the financial, technical and production capability and capacity necessary to perform the Contract The specific minimum criteria are as follows:

1. Financial and economic capability: The tenderers shall submit: - the last balance sheet audited and registered by duly authorized bodies or an equivalent document issued by a judicial or administrative authority for the tenderers from outside the Employer’s country. - a turnover statement for the last three (3) years, in the speciality related to the object of the Contract. Average annual turnover shall be of minimum 1 Million EUR;

2. Technical and production capability: The tenderers shall submit: - a solemn statement regarding their own technical equipment to make certain the works quality; - a solemn statement regarding the specialized technical personnel employed by the tenderer with a view to performing the works; - the Works Programme.

The tenderers shall submit both a general programme for the works development and separate programmes for each Thermal Substation.

(b) the tenderer has satisfactorily performed similar works to other Employers; The tenderer shall submit a list with the works executed during the last three (3) years of a similar nature and complexity, having a total value equivalent to 1 Million EUR, evidenced by submitting the Acceptance Certificates;

(c) the tenderer shall provide proof of Quality Assurance. The tenderer shall provide a description of the own Quality Management and Assurance System supported by ISO 9001 Certificate issued by duly authorized certification body.

Tender documents may be obtained from the office at the address below, on the submission of a written request, upon copy of receipt of the non-refundable fee of 250 (two hundred and fifty) EUR or the equivalent in LEI at the reference exchange rate published by the Romania National Bank on the date of purchasing the tender documents into one of the following bank accounts or in cash at the firm`s pay-office.

If requested, the documents shall be promptly dispatched by a courier paid by the Tenderer, but the Employer shall accept no liability for loss or late delivery.
