Ukraine : Urban Transports

Lviv Public Transport-
Procurement, Implementation Support & Contract Supervision Assignment
The City of Lviv (the “City” or “Lviv”), has a population of 725,000, with a further 200,000 in the surrounding region, and is the major regional centre of western Ukraine. It is regarded as one of the country”s main cultural and educational centres, with approximately 160,000 university students in residence.

The historic city centre is on the UNESCO World Heritage List, which reflects the City’s 750-year architectural history and suggests potential growth in the tourism sector. The City has therefore requested the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) to provide finance to support the development of the urban passenger transport sector, with a focus on electric transport as the main mode to ensure clean and sustainable transport in the City.
The system is comprised of tram and trolley buses services run by LvivElectroTrans and the marshrutki mini-bus service run by approximately 1,500 units grouped into loose associations of private operators. The current system produces high economic and environmental costs on the City. Since the early 1990s, total ridership on the electric transports modes has declined by 70 per cent. The average age of the trams and trolley buses is 26 and 18 years, respectively. Effectively, the vast majority of the fleet is fully depreciated and needs to undergo a sustained renewal programme to increase productivity and competitiveness of the Company.
The urban transport system in Lviv, as articulated by the City leadership, is to plan, fund and implement sustainable mobility for its citizens based on balanced and clean urban transport with a focus on four main areas: i) improved public transport, with high-priority for electric transport;
ii) targeted expansions of key urban corridors and streets;
iii) better traffic and parking management; and
iv) a solid institutional basis for planning and regulation.


The specific investments and regulatory reform efforts derived from this vision are as follows:
(a) design and implementation of Public Service Contract with the Company and for private bus services, which will also be introduced with competitive route-tendering to consolidate the mini-bus industry over time;
(b) reconstruction and modernisation of the electric transport infrastructure (track, substations, cabling systems, depots);
(c) rolling-stock renewal for the electric public transport (trams and trolley-buses) and bus modes (high-capacity and cleaner buses); and
(d) urban road and traffic/parking management improvements.
The Bank will focus on areas (a), (b) and (c) at the request of the City. These areas should complement City investments already planned for rehabilitation and traffic management of urban roads.
The City and the Bank have agreed that assistance of an experienced procurement and implementation consulting team (the “Consultant”) is appropriate in order to ensure that procurement and implementation is carried out in line with international best practice. The format of the final tender documents will be based on EBRD standard tender documents. The objective of the assignment is to provide support to the Company for the procurement and supervision of the following contracts:
1) used/refurbished trams, spare parts and specialized workshop equipment; 2) tram infrastructure (overhead cabling, switches and substations;
3) tram depot modernization; and
4) general project implementation, including procedural and reporting requirements to the EBRD. This support should help ensure a timely implementation of the Project.
The scope of work will include: - Creating and monitoring a Project Implementation Plan; - Prequalification and preparation of tender documents; - Assistance with the tendering and tenders evaluation; - Contract administration.
