EBRD/BERS - Romania - Iasi District Heating - Construction Works 

This Invitation for Tenders follows the General Procurement Notice for this project, which was published in Procurement Opportunities, on 28 March 2008 with the Ref: 5530-GPN -35162.

S.C. Centrala Electrica de Termoficare Iaºi (CET) S.A., hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of: Iasi District Heating Rehabilitation Project. S.C. Centrala Electrica de Termoficare Iaºi (CET) S.A. now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan, namely for:

Procurement of installation and construction works for the factory assembled thermal stations and thermal modules inside the following thermal stations :

TS 1,2,3,4,5,7 Socola, TS 10,11,14,15 Cantemir, TS 1,2 Tudor Vladimirescu, TS 1,2,3,4,5,6,7 Alexandru cel Bun, TS 10,13,14,15,16 Dacia, TS 2 Canta, TS 2 Moara de Foc, TS 1 C. Negri, TS Tg. Cucu, TS Kogãlniceanu, TS Filarmonica, TS 16,17,18,19,20,21,22,23,24,25,26,27,28 Tãtãraºi ºi TS 2,3,4,5,6, Garã.

For all the thermal stations the works are:

  • Architectural and civil engineering works -
  • Works for installations related to the construction (electrical, sanitary and others) -
  • Thermo-mechanical works to connect the thermal station/thermal module to the district heating system

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria set forth in the Tender Data clause 3.6., as follows:

(a) the tenderer, has the financial, technical and production capability and capacity necessary to perform the Contract The specific minimum criteria are as follows:

1. Financial and economic capability: The tenderers shall submit: - the last balance sheet audited and registered by duly authorized bodies or an equivalent document issued by a judicial or administrative authority for the tenderers from outside the Employer’s country. - a turnover statement for the last three (3) years, in the speciality related to the object of the Contract. Average annual turnover shall be of minimum 1 Million EUR;

2. Technical and production capability: The tenderers shall submit: - a solemn statement regarding their own technical equipment to make certain the works quality; - a solemn statement regarding the specialized technical personnel employed by the tenderer with a view to performing the works; - the Works Programme.

The tenderers shall submit both a general programme for the works development and separate programmes for each Thermal Substation.

(b) the tenderer has satisfactorily performed similar works to other Employers; The tenderer shall submit a list with the works executed during the last three (3) years of a similar nature and complexity, having a total value equivalent to 1 Million EUR, evidenced by submitting the Acceptance Certificates;

(c) the tenderer shall provide proof of Quality Assurance. The tenderer shall provide a description of the own Quality Management and Assurance System supported by ISO 9001 Certificate issued by duly authorized certification body.

Tender documents may be obtained from the office at the address below, on the submission of a written request, upon copy of receipt of the non-refundable fee of 250 (two hundred and fifty) EUR or the equivalent in LEI at the reference exchange rate published by the Romania National Bank on the date of purchasing the tender documents into one of the following bank accounts or in cash at the firm`s pay-office.

If requested, the documents shall be promptly dispatched by a courier paid by the Tenderer, but the Employer shall accept no liability for loss or late delivery.

Vietnam : LABORATORY, IMAGING AND PHYSIOLOGY EQUIPMENT

Socialist Republic of Vietnam has received a loan from the ADB toward the cost of the Health Care in the Central Highlands Project, and it intends to apply part of the proceeds of this loan to payments under the

Contract No. ICB_ Equip_No.16 for Procurement of Laboratory equipment, Contract No. ICB_Equip_No.17 for procurement of Imaging and Physiology equipment and

Contract No. ICB_Equip_No.18 for procurement of Curative and OB/GYN- Paediatric equipment.

The Project Management Unit of the Health Care in the Central Highlands ( PMU of HICH)-Ministry of Health of Vietnam now invites sealed Bids from eligible Biders for the supply and delivery of Laboratory equipment, Imaging and Physiology equipment, and Curative and ON/GYN- Paediatric equipment.

International Competitive Bidding will be conducted in accordance with ADB´s Single- Stage, one envelope procedure and is open to all Bidders from eligibl source countries.

Government - owned enterprises in the Purchaser´s country shall be eligible only if they can establish that they are legally and financially autonomous and operate under commercial law, and that they are not dependent agency of the Purchaser , that they are equitized and they are not in any way associated with the military forces.

A complete set of Bidding Document in English, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of bidders at Office of PMU of HICH or sent by courier services.

CAMEROON : SEMIURBAN DRINKING WATER SUPPLY AND SANITATION PROJECT

The project entails improving access to drinking water and sanitation in 19 council areas: Akono, Bafia, Ngoumou, Kousseri, Loum, Manjo, Mbanga, Nkonsamba, Bafan, Banka, Bana, Bangate, Bangou, Bansoa Penka-Michel, Fouman, Ebolowa, Sangmelima, Kumba and Mamfe.

The project will improve the average rate of access to drinking water in the towns concerned from 24% to 80% and access to sanitation services from 31% to 40% by 2013.

The project will cost an estimated $70,2-million. 

The government of Cameroon.

SOUTH AFRICA : TRANSNET INVESTMENT PROGRAMME,

Transnet plans to expand capacity at its ports, railway and pipelines over the next five year. The key projects that have been approved include the expansion of the coal line and the iron-ore export channel, including upgrades to the rail line and port system; the widening and deepening of the Port of Durban entrance channel, the redevelopment of Pier 1 as the container- handling facility, and an increase in capacity of the car terminal; the widening, deepening and equipping of the Cape Town container terminal; the refurbishiment and renewal of the freight rolling stock; the continued development of the Port of Ngqura; and the construction of a multipurpose pipeline.

As part of Transnet’s investment plan, the company and the four unions representing its staff have signed an agreement on the restructuring of the parastatal. Transnet plans to exit noncore businesses involved in passenger rail services, tourism, aviation, property, baggage handling, telecommunications, financial services and road transport.

Transnet has been given permission by the State to privatise some business or some parts of its business units, such as Freightdynamics, the Transnet Pension Fund Administration, Autopax and the Blue Train; to transfer SAA, Metrorail and Shosholoza Meyl out of Transnet, though these would remain publicly owned; and to transfer sections of some rail engineering workers from Transnet Freight Rail (TFR) to Transnet Rail Engineering (TRE).

Value Transnet is expected to spend an estimated R80,3- billion over the next five years. TFR (formerly Spoornet) will now spend R38,03-billion, TRE (formerly Transwerk) R2,29-billion, Transnet Pipelines (formelry Petronet) R 11,96-billion, Transnet Port Terminal (TPT) (formerly South Africa Port Operations) R9,63-billion, and the Transnet National Port Authority (formerly National Ports Authority) will spend R16,36-billion.

The programme will be rolled out over a period of five years.
