 INVITATION FOR PREQUALIFICATION

This Invitation for Prequalification follows the General Procurement Notice for this project which was published in Procurement Opportunities, on the EBRD website on 4 March 2009. The Ministry of Transport and Communications of the Kyrgyz Republic (the Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] towards the cost of the National Road Rehabilitation Project, Phase I (Osh-Isfana Road). The Employer intends prequalifying firms and joint ventures to tender for the following contract(s) to be funded from part of the proceeds of the loan: 

 Burgandy-Batken Road Rehabilitation (km 155-220).

The works comprise rehabilitation of existing asphalt roads, completion of existing gravel roads, and construction of new alignment through hilly/rolling/plains terrain.
The new works will include excavation, filling, granular subgrade/subbase/shoulders, crushed stone base, Marshall asphalt binder course and wearing course, drainage, new and rehabilitated bridges and culverts, to produce a new 2-lane asphalt road. The construction period is 24 calendar months. Prequalification and tendering for contracts to be financed with the proceeds of the loan from the Bank is open to firms and joint ventures of firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser´s/Employer´s country.

Prequalification documents may be obtained from the address below upon payment of a non-refundable fee of Kyrgyz Soms 1,000 (one thousand) or equivalent in a convertible currency. If requested, the documents will be promptly despatched by courier upon payment of courier fees at US$75 to the above account, but no liability can be accepted for loss or late delivery.
In addition to a hardcopy, an electronic version of the Prequalification Documents may be available to the Applicants at their request with the purpose to facilitate the Applicants to prepare their applications.
In case of discrepancies between electronic version and hardcopy the latter will prevail.
The prequalification applications must be duly completed and delivered to the address below, on or before 16:00 hours local time on 12 June 2009. Documents which are received late may be rejected and returned unopened.

Egypt : Gas Insulated switchyard package

Egyptian Electricity Holding Company (EEHC) - East Delta Electricity Production Company (EDEPC). 500/220KV gas insulated switchyard package.

The Government of Egypt has secured for a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of El Ain El Sokhna supercritical, thermal power plant units (1&2) 2×650MW gas/oil fired units and it intends to apply part of the proceeds of this loan to payments under the contract for the 500/220 KV gas insulated switchyard (GIS) package. East Delta Electricity Production Company (EDEPC), a wholly-owned subsidiary of the Egyptian Electricity Holding Company (EEHC), is inviting sealed bids from international eligible bidders. The scope of work includes, but is not limited to, fabrication, furnishing, delivery, installation, training, testing, start-up and commissioning of the following: 6 bays (500 KV) of Gas Insulated Switchyard (GIS) 8 bays (200 KV) of Gas Insulated Switchyard (GIS) 7 single phase 500/200 KV autotransformers (167 MVA) Switchyard building, including complete protection, communication and control systems.
All related mechanical, electrical and civil work required for a complete operational system. The bid document is available at EDEPC´s offices. Obtain the bid document by submitting an application (1 original + 2 copies) accompanied by a payment receipt of USD 1500 from the National Bank of Egypt – Ismailia branch, Ismailia (Egypt). Account no. 11 000 441 395 at the given address. The bids must be submitted on 28/07/2009 in 2 envelopes. Envelope A must contain all the required information and must be accompanied by a bid security in an acceptable form equal to USD 2,000,000. Envelope B must include the schedule of quantities and prices. Only envelope A of bids will be opened on the same day at 12:00 pm, in the presence of bidders representatives who choose to attend, at the headquarters of EDEPC, same address.

Assignment Title: Rustavi Solid Waste - PIU Support
Assignment Description: British Petroleum (“BP”) has funded the preparation of a project for an EU compliant landfill in the City of Rustavi (“Rustavi”). The landfill would serve Rustavi and the neighbouring city of Gardabani (“Gardabani”) (both cities located in the province of Kvemo Kartli), with a separate cell for BP’s own waste.
Rustavi is a city in the southeast of Georgia and the regional capital of the province of Kvemo Kartli situated 25 km southeast of the capital Tbilisi. It has a population of 116,000.
Gardabani is a town in the Georgian region of Kvemo Kartli, and the centre of the Gardabani district, located 39 km south of Georgia’s capital Tbilisi. The population is 20,000 people.
The City of Rustavi will establish a landfill management company (the “Company”) to take ownership of and to operate the landfill.
Alongside grant funding from BP and another international donor, the EBRD is seeking to provide a EUR 1.5 million sovereign loan to the Government of Georgia to be on-lent to the City of Rustavi, to support the construction of the landfill (the “Project”). The overall objective of the Project is to improve and expand solid waste management services in Rustavi and Gardabani with an integrated solid waste management programme comprising:

  1. Construction of a sanitary landfill;
  2. Supply of transportation vehicles and equipment to the Company;
  3. Provision of institutional support to build sustainable operational performance of the Company.

The investments funded from the EBRD loan and the grants will be procured in accordance with the EBRD Procurement Policies and Rules (“PP&R”) for Public Sector projects. Rustavi, via a Project Implementation Unit (“PIU”) initially set up within the Rustavi Mayor’s Office (and later transferred to the Company once established), will manage procurement and implementation.
The PIU will have overall responsibility for the project and will co-ordinate all activities as well as cooperating between the Company (once established), the cities, the contractors, and the EBRD. To support the PIU in all aspects of project implementation, technical specifications, tender documentation, assistance with tendering, tender evaluation and contract finalisation, administration and supervision of the contract implementation, as well as set up of the disbursement system, the services of a reputable firm or consortium of firms (the “Consultant”) is required. The Consultant’s role will be to act as an adviser and to provide strong day-to-day project management input and full engineering and design services to ensure the project is well-implemented and on time.
The Consultant will provide assistance in procurement of works and goods completely in accordance with the procedures, specifications and documentation of the Bank and pursuant to all other agreements stipulated in the Loan Agreements signed between the City and EBRD.
Assignment Start Date and Duration: It is anticipated that the assignment will start in August 2009 with the duration of 2 years.
Maximum Budget available for the Assignment: EUR 427,130; Exclusive of VAT.
The consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the client will have to pay indirect taxes/VAT element to the services directly to the consultant/s unless otherwise agreed.
