Egypt: Wind Power Project in Gulf of Suez

The Ministry of Electricity & Energy - Egyptian Electricity Holding Company (EEHC) - Egyptian Electricity Transmission Company (EETC) is inviting experienced developers to build own operate (BOO) wind power plant at the Guld of Suez with installed capacity of 250MW. (Invitation for Pre-Qualifications). The BOO project developer is required to design, finance, construct, own and operate the wind power plant for an extended number of years (20-25). EETC shall purchase the electricity generated from the wind plant for a term of (20-25) year guaranteed from the government of Egypt and in accordance with the terms and conditions of the power purchase agreement. The bidding process consists of two phase: - Prequalification, short list selection phase and wind measurment period, - Request for proposals and selection of successful bidder phase.

scope of work :

the brief scope of work of the package covers complete belt conveying system having 1400 mm wide belt conveyors of 1400 tph rated capacity along with crushers, vibrating screens, wagon tipplers, technological structures, dust suppression/service water system, civil & structural works for wagon tippler, crusher house, transfer points, conveyor supports, conveyor galleries tunnel, wagon tippler control room, chp main control room, mcc rooms, water storage tanks for ds/sw/dw supply system and complete electrical including plc based controls for monitoring of chp operation.

- all bids must be accompanied by bid security for an amount of equivalent to indian rs. 20,309,000/- or usd $ 399,000 in the form as stipulated in the bidding documents. if the bid price is quoted in more than one currency, the bid security shall be in u.s. dollars.

- any bid not accompanied by an acceptable bid security in a separate sealed envelope shall be rejected by the employer as being non-responsive and returned to the bidders without being opened.

- the bidder should have designed, manufactured/ got manufactured, erected and commissioned at least one number integrated bulk material handling plant (essentially comprising of conveying and crushing) including all associated structural steel works and electrical works of 1000 metric tonnes per hour rated capacity or above for coal or ther minerals of equivalent volumetric capacity which is in successful operation for at least one year as on date of bid opeing or

- the bidder should have designed, manufactured/ got manufactured, erected/ supervised erection and commissioned/ supervised commissioning at least one number of integrated bulk material handling plant (essentially comprising of conveying) of at least 1000 metric tonnes per hous rated capacity or above for coal/other minerals which is in successful operation for al least one year as on date of bid opening and collaborates/associates with a design agency who has designed at least one number integrated bulk material handling plant (essentially comprising of conveying and crushing) 1000 metric tonnes per hour rated capacity or above for coal or other minerals of equivalent volumetric capacity which is in successful operation for at least one year as on date of opening

- the average annual turnover of the bidder/its civil & steel structural associates, in the preceding three (3) financial years as on the date of bid opening, shall not be less than amount specified below or in equivalent foreign currency :

(i) indian rs. 334 million for the bidder

(ii) indian rs. 353 million for civil associates

(iii) indian rs. 180 million for steel structural associates

- the net worth of the bidder as on the last day of the preceding financial year shall not be less than 25% of the paid up share capital.

- a complete set of bidding documents may be purchased by any interested bidder on submission of a written application and payment (non-refundable) of the cost of bidding documents in the form of a crossed account payee demand draft in favour of “ntpc limited’, payable at “new delhi”.


- the bidding documents may also be downloaded from (http://www.ntpctender.com) on registration and online payment (non-refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purpose.


- bid receipt date & time : upto 20/07/2009 by 10.30 hrs. (ist).


- bid opening date & time : on 20/07/2009 at 11.00 hrs. (ist).


- ntpc reserves the right to reject any or all bids or cancel/withdraw the invitation for bids without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
