China : WUPAI HYDROPOWER

WUPAI HYDROPOWER ON THE GREAT SUIFEN RIVER, DONGNING COUNTY
 
Region Heilongjiang Province Approved By Category Energy & Chemical Total Investment USD 25.14 Million Published Date May 5, 2009 Name of project: Wupai Hydropower Project on the Great Suifen River, Dongning County Scale of project: Total installed capacity: 22,000KW Brief description on the project: This hydropower station lies on the Great Suifen River in northeast China, Wupai Village, Suifenhe Town, Dongning County, 70km away from the Dongning Town, the traffic is convenient. The Great Suifen River originates in the Laoyeling, Changbai Mountain, whose elevation is 800m. In the upper reaches of the Wupai Hydropower Station, many branch rivers, including the Huangni River, Hancong River, Dahamo River, Laomuzhu River, etc. flow into the Great Suifen River. The drainage area on the dam is 4,438 km2, the average flow of many years is 20.69m3/s, and the average amount of water of many years is 652million m3. This project will make use of the water head of 60m high, excavate tunnel (cavity) of 5,800 long. The dam is 30m high, and the storage capacity is 126million m3, which can be adjusted in different periods. The reservoir to be built will submerge cultivation land of 360mu, woodland of 1,200mu, bottomland of 3,100mu, there’re no household to be transferred. The designed total installed capacity of this hydropower station is 22,000KW, which will generate electricity of 72million kwh/y. The equipment will be used for 3,270 hours. The unit investment per kw is RMB8,000 yuan, and total investment is RMB176million yuan. The distance from the power grid is 4.5km. The construction period: 2.5y. The hydropower is a kind of clean, recycled energy, and the current electricity price can be further raised. Therefore, this project is promising. Investment estimate and source: Total investment: USD25.14million. Estimated economic benefit after the project construction is completed: annual pure profit: USD3.30 million, annual output value: USD3.60millipn.

The investment payoff period: 7.6 years.

Slovakia : EU funds for energy

Measure 2.1 - Improving energy efficiency on both the production and consumption and introducing advanced technologies in energy

Scheme to promote sustainable development 
The amount of funds allocated for this call is 15 000 000 EUR (451 000 000 CZK).

Objective of aid

The aim of providing assistance under this Call is to support the reconstruction of objects in order to improve their energy efficiency and renewable energy sources to reduce energy intensity of production and technological processes in various sectors of the economy.

Eligible projects

Assistance under this call is intended for investment projects aimed at energy savings:
- Reconstruction of buildings to improve their energy efficiency (improved thermal insulation properties of the outer surface of objects);
- Reconstruction of buildings to improve their energy efficiency (improved thermal insulation properties of the outer surface of objects) in combination with the exchange of heat sources to fossil fuel for heat sources to renewable energy sources, while expenditure for the exchange of heat sources shall not exceed 30% of the total eligible expenditure for project.
The term “heat source for the fossil fuel” means a boiler body is entirely based on fossil fuels (eg, a boiler for combustion of brown coal) without a connection pipe, spalinovodov, electrical and structural adjustments.
The term “heat source for renewable energy sources” means the boiler body is entirely based on renewable energy sources (eg boiler for combustion of wood chips), or heat pump without attaching pipes, wiring and structural modifications, or solar panels without connection pipe combined heat exchangers, electrical and structural adjustments.

Eligible beneficiaries

The beneficiaries are the natural or legal persons authorized to do business under § 2. (2) Commercial Code, registered in the Czech Republic, which they intend to implement various types of eligible projects. By signing the contract for the provision of NFP is the recipient deems the applicant to provide assistance.

Micro, small and medium-sized enterprises (SMEs)
Determining the definition of SMEs is the definition used in Annex I of Commission Regulation (EC). 800/2008 of 6 August 2008.

Regions
Under this scheme, it is possible to provide assistance to support the regions under the Convergence Objective, T. j. regions where GDP per capita measured in purchasing power parities and calculated on the basis of data for the period 2000 - 2002, less than 75% of the average GDP per capita in the EU 25 for the same reference period. This includes Western Slovakia (Trnava, Trencin, Nitra region), Central Slovakia (region of Banska Bystrica, Zilina) and Eastern Slovakia (Kosice, Presov).

To determine the eligibility of the recipient is a crucial location where the eligible project, the beneficiary is not established.

Eligible expenses

Eligible under this call are the expenses incurred in connection with the implementation of eligible projects to:

- Acquisition of tangible assets, the price of machinery, apparatus and equipment is defined according to § 25 paragraph. (5) of Law No. 431/2002 Z. z. Accounting, as amended;

- Reconstruction of buildings to improve their energy efficiency.

The eligible expenses may be considered only expenses that meet all the conditions set out in the scheme to promote sustainable development (de minimis aid).

Eligible in terms of time, the amount and reasonableness are:
- The expenses incurred during project implementation, the project can be commenced from the date of the declaration calls for application of the NFP (this fact must be taken into account but in the notice of initiation of the project)
- Costs that are verifiable, original documents in the recipient (the evidence, statements of accounts, etc..) And supporting documentation (quotations, etc.)..

In the case of disapproval the application for NFP are all expenses incurred by the recipient prior to his decision not to grant the request for NFP nenárokovatelné.

Buildings where the project must be wholly owned by the applicant (business entity) with the exception of land, which may hire the applicant.

The form, amount and intensity of aid

Assistance under this scheme shall be implemented through provision of NFP. NFP is not advanced, but the form of reimbursements, paid on the basis of the accounting records showing the actual amount of eligible expenses.

- The minimum amount of the aid recipient is 20 000 EUR.
- The maximum amount of assistance the recipient may not exceed EUR 200 000 over any period of three fiscal years.

Determining the intensity of the aid granted in the regions under the Convergence Objective shall be governed by provisions of the de minimis aid.

The maximum duration of the project

Duration of the project may not exceed 24 months.

Terms of assistance

The main conditions for the provision of assistance include:

  1. Submission of a NFP, including mandatory attachments.
  2. Proof of financial resources to ensure co-financing:
    a. eligible project costs of at least 50%, respectively. 60% (in addition to the art. I, paragraph 6) of the total eligible expenditure in a form which does not involve any state aid, either from its own resources or through external financing,
    b. unauthorized expenditure of the project.
  3. A written document issued by the District Court, not older than 3 months at the date of submission of the NFP showing that the recipient is not in decline, ie it is insolvent or has been extended and the proposal to permit a proposal for the restructuring or bankruptcy.
  4. The fulfillment of obligations relating to taxes administered by the tax authorities in accordance with the laws of the Slovak Republic on the date of submission of the NFP.
  5. A written document issued by the competent authority, not older than 3 months at the date of submission of the NFP, showing compliance with the obligations regarding payment of premiums for health and sickness insurance, pension insurance and unemployment insurance contributions paid by employers under the relevant regulations.
  6. Fulfillment of the obligation to the recipient to proceed with the procurement of works, goods and services within the meaning of § § 281-288 Commercial Code. Further manual adjustment includes the applicant, which is attached to the call for submission of NFP.

Egypt : Transformers, breakers, accessories

East Delta Electricity Production Company (EDEPC), a wholly-owned subsidiary of the Egyptian Electricity Holding Company (EEHC), is inviting international manufacturers to submit bids for the design, fabrication, furnishing, delivery, transport to site, training and technical assistance during installation and commissioning for the power transformer purchase order (Units 1&2, gas/oil fired units power transformers package) for El Ain El Sokhna Supercritical Thermal Power Plant (which will consist of 2 steam generators, 2×650MW steam turbine generators and condensers). Finance: Arab Fund for Economic and Social Development (AFESD).
The scope of work includes, but is not limited to: 7 main power transformers (single phase) 290MVA, 24/500KV; 2 unit auxiliary transformers 42MVA, 24/6.3KV; 2 generator circuit breakers and accessories 24KV; 2 sets of isolated phase accessories 20KA. The bid document will be available at EDEPC’s offices on 16/04/2009. Bidders may receive the bid document by submitting an application (1 original + 2 copies), accompained by a payment receipt of USD 1000 from the National Bank of Egypt, Ismailia branch - Ismailia. (Account no. 11000441395) at the EDEPC’s address, to the attention of the Head of Procurement Sector. The bids must be submitted on 11/06/2009 in 2 envelopes.
Envelope A must contain all the required information and must be accompained by a bid security in an acceptable form equal to USD 600,000. Envelope B must include the schedule of quantities and prices. Only envelope A will be opened on the same day at 12:00 pm in the presence of bidders? representatives who choose to attend, at the headquarters of EDEPC. Bidders, whose bids have been determined to be substantially responsive, shall be informed of the opening date for envelope B.

MMAMABULA ENERGY PROJECT, BOTSWANA

CIC Energy Corp is developing three projects at its Mmamabula coalfield. The most advanced project is a new integrated coal mine and coal-fired baseload power plant , the MEP.
The Mmamabula coalfield comprise two noncontiguous coal prospecting licences in the Mmamabula coalfields of south-eastern Botswana, namely the 50 840-ha Mmamabula East and the 14 000-ha Mmamabula South prospects. The global mineral resource estimate for the project totals about three-billion tons in the measured and indicated categories. An estimated 34-million tons is further reported in the inferred category. Phase 1 of the MEP is being designed for a 1 320-MW capacity comprising two units of 660-MW each and a 4,5-million-metric-sales-tons-a-year coal-mine .
This project is being planned with provisions for expansion in multiple phases CIC Energy expects that the initial MEP power station will be in commercial operation in early 2013. At full production, a total of about six-million tons of run-of-mine coal a year will be required to support the phase 1 power station. In addition to the MEP, CIC Energy is also planning two additional projects at the Mmamabula coalfield. The coal-to-hydrocarbons project is intended produce syngas from coal, which can be converted to a variety of downstream products, including fuels and petrochemicals.
The planned export coal project is actively investigating ways to export A-grade thermal coal. Value CIC Energy’s estimated equipment costs for the MEP have been revised for the resized 1 320-MW project. The estimated capital equipment and infrastructure costs related to the power station and mine are currently about $3-billion. CIC Energy has changed its disclosure practice related to project cost estimates for the MEP, given the volatility of certain components of the cost estimate (sauch as estimated interest payments, hedging costs and foreign currency translation, and the like). By disclosing capaital costs rather than total project costs, investors can more easily compare the MEP’s costs with other new power projects being undertaken globally. In addition, these cost estimates will not be dependent on global financial markets or the company?s ability to forecast these markets. The total project cost will only be established at financial close, when the loan agreements have been negotiated. Duration CIC Energy intends to tbe generating electricity by late 2012 or early 2013.
