The contract will include:
The construction of new waste water treatment plants on ‘green field sites’ in the villages of Arigna, Brideswell, Creagh and Hodson Bay.
The upgrading of existing Treatment plants at Ballinlough, Ballyleague, Elphin, Frenchpark, Knockcroghery, Loughglynn and Strokestown.
The Operation and Maintenance of newly constructed (2007) WWTP?s at Cootehall, Tulsk and Lisacul.
The Operation and Maintenance of the above wastewater treatment plants for 20 years.

II.2) Quantity or Scope of the Contract
II.2.1) Total quantity or scope: The contract covered by this prequalification process consists of the following waste water treatment plants (WWTP) and associated infrastructure, as follows:
Arigna:
Construction of a WWTP at Derreenavoggy townland, Arigna.
The WWTP will be designed to treat an ultimate load of 650 Population Equivalent (PE). The effluent will be treated to 25:35:2:5 mg/l BOD/SS/P/Ammonia standard and discharged to the Arigna River.
Ballinlough:
Construction of an upgraded WWTP at Falladeen townland,Ballinlough.
Existing WWTP to be decommissioned/incorporated
Existing outfall to be used and included in contract
The upgrade to the existing WWTP will be designed to treat an ultimate load of 1400 PE. The effluent is to be treated to 5:5:2:1 mg/l BOD/SS/P/Ammonia standard and will be discharged via an existing outfall to Lough O?Flynn.
Ballyleague/Lanesborough:
Construction of an upgraded WWTP at Ballyleague
Existing WWTP to be decommissioned/incorporated
The proposed WWTP upgrade will be constructed on the existing WWTP site. The proposed WWTP will be designed to treat an ultimate load of 3,200 PE. The effluent which will be treated to 25:35:2 mg/l BOD/SS/P standard will be discharged to Lough Ree.
Brideswell:
Construction of a new WWTP at Brideswell
Construction of 316 m of outfall to the Cross river
The proposed WWTP will be designed to treat an ultimate load of 500 PE. The effluent, which will be treated to 10:10:2:5 mg/l BOD/SS/P/Ammonia standard will be discharged via an outfall pipe to the River Cross.
Creagh:
Construction of a new WWTP
Construction of outfall to River Suck
The proposed WWTP will be designed to treat an ultimate load of 1220 PE. The effluent will be treated to 25:35:2 mg/l BOD/SS/P standard.
Elphin:
Construction of a new WWTP at Elphin
Existing WWTP to be decommissioned.
The proposed WWTP will be designed to treat an ultimate load of 1900 PE. The effluent which will be treated to 5:5:2:1 mg/l BOD/SS/P/Ammonia standard will be discharged via an outfall pipe to the adjacent stream.
Frenchpark:
Construction of a WWTP at Cloonshanville, Frenchpark
Decommission existing WWTP
Construction of wastewater pumping station and rising main.
The proposed WWTP will be designed to treat an ultimate load of 1500 PE. The effluent which will be treated to 25:35:2:5 mg/l BOD/SS/P/Ammonia standard will be discharged to the adjacent Carricknabraher River. The existing WWTP will be decommissioned and a new pumping station constructed with a rising main to the new WWTW location.
Hodson Bay:
Construction of a WWTP at Barrymore, Kiltoom, Athlone
The proposed WWTP will be designed to treat an ultimate load of 3000 PE. The effluent which will be treated to 25:35:2 mg/l BOD/SS/P standard will be discharged to Ballybay, Lough Ree, via an outfall pipeline.
Knockcroghery:
Construction of a WWTP at Creggan, Knockcroghery
Decommissioning of existing WWTP and construction of wastewater pumping station at Srah, Knockcroghery
The proposed WWTP will be designed to treat an ultimate load of 2000 PE. The effluent which will be treated to 5:5:2:1 mg/l BOD/SS/P/Ammonia standard will be discharged to the local stream adjacent to the site.
Loughglynn:
Construction of a WWTP at Loughglinn townland, Loughglynn
Construction of a pumping station in WWTP site to pump effluent to outfall location
Construction of a 3.1 km outfall
The proposed WWTP will be designed to treat an ultimate load of 700 PE. The effluent which will be treated to 25:35:2:5 mg/l BOD/SS/P/Ammonia standard. The effluent will be discharged via a 3.1km outfall to the Anaderryboy River at Driney Bridge.
Strokestown:
Construction of a WWTP at Lisroyne townland, Strokestown. Decommissioning of existing WWTP?
Construction of outfall to Strokestown stream.The proposed WWTP will be designed to treat an ultimate load of 3,200 PE. The effluent which will be treated to 25:35:2:5 mg/l BOD/SS/P/Ammonia standard will be discharged to Strokestown stream.
Cootehall :
Operation and Maintenance over a 20 year period
The WWTP at Cootehall was constructed in 2007 using a standard extended aeration process to treat 940 PE to a Design standard of 25/35/2 mg/l BOD/SS/P. The contract will include the operation and maintenance of this WWTP for 20 years.
Tulsk:
Operation and Maintenance over a 20 year period
The WWTP at Tulsk was constructed in 2007 using a standard extended aeration process to treat 800 PE to a Design standard of 10/10/2 mg/l BOD/SS/P. The contract will include the operation and maintenance of this WWTP for 20 years.

Russia : SURGUT WASTE WATER COLLECTION

EBRD/BERS - RUSSIA - SURGUT WASTE WATER COLLECTION AND REHABILITATION 
Surgut Municipal Unitary Enterprise “Gorvodokanal” (the “Company”) has applied for a loan from the European Bank for Reconstruction and Development to implement an investment project to improve wastewater services in the City of Surgut.

The proposed project, which has the total estimated costs equivalent of EUR 6,500,000 and will require the procurement of the works for:  Rehabilitation of sewers within the City.

Open tenderings for the above works are expected to be commenced in the second quarter 2009.

Contracts to be financed with the proceeds of the loan from the European Bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country.

The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII or the Charter or the United Nations or under a law of official regulation of the Purchaser’s country.

KAZAN MUNICIPAL WATER AND WASTEWATER LOAN

Kazan Municipal Unitary Enterprise “Vodokanal” (the “Vodocanal”), the municipal water utility owned by the City of Kazan (the “City”), capital of the Russian Republic of Tatarstan, has signed a loan from the European Bank for Reconstruction and Development (the “Bank”) and intends using the proceeds of the loan for a project to improve the sustainability of water and wastewater infrastructure and services in the City. Total estimated project cost is RUR 350 million, will require the procurement of the following goods, works and services:

  • Rehabilitation and of the Main Wastewater Treatment Plant to enhance its operational efficiency and to improve sludge dewatering
  • Rehabilitation of Iskohz Wastewater Pumping Station
  • Construction of new networks in a new housing area

Tendering for the above contracts is expected to begin in the 4th quarter of 2008.

Albania-Tirana: IPA — construction of sewerage systems

Works procurement notice

Works for construction of new sewerage systems in Albanian coastal areas in the municipalities of Golem, Durres and Shengjin. The works, divided into 3 lots, include construction of pipelines and pumping stations and may involve trenchless excavation methods, such as horizontal boring and/or micro-tunnelling.

The period of implementation of each lot will be 24 months divided as follows:
(a) 12 months, consisting of 3 months preparations and mobilisation + 9 months construction;
(b) 12 months of maintenance period.

Number and titles of lots:

  • Lot 1 — sewerage systems in Perroi Agait — Golem and discharge to the Kavaja wastewater treatment plant (WWTP);
  • lot 2 — sewerage systems in Perroi Agait — Ura Dajlanit Durres and discharge to the Durres WWTP;
  • lot 3 — discharge of Shengjin sewerage system to the Lezha WWTP.

Selection and award criteria

The selection criteria for each tenderer are as indicated hereafter. In the case of a tender submitted by a consortium, unless specified, these selection criteria will be applied to the consortium as a whole:
1) Economic and financial capacity of candidate:
1. The average annual turnover of the tenderer in the past 3 years (2006, 2007 and 2008) must be equivalent to:

  • EUR 10 000 000 if tendering only for lot 1,
  • EUR 16 500 000 if tendering only for lot 2,
  • EUR 4 600 000 if tendering for only lot 3.

If tendering for more than 1 lot the tenderer must satisfy the above criteria cumulatively.
2. The tenderer must have access to sufficient credit and other financial facilities to cover the required cash flow for the duration of the contract. In any case, the amount of credit available must exceed the equivalent of:

  • EUR 1 200 000 if tendering only for lot 1,
  • EUR 2 000 000 if tendering only for lot 2,
  • EUR 580 000 if tendering only for lot 3.

If tendering for more than 1 lot the tenderer must satisfy the above criteria cumulatively.

2) Professional capacity of candidate:
1(a) All the tenderer’s key personnel listed hereafter must have at least 5 years’ appropriate experience and proven qualifications relevant to works of a similar nature to this project. Tenderers shall include copies of professional licences for each key expert. The key experts to be indicated on form 4.6.1.2 are the following, as minimum requirement:
1. project manager/contractor’s representative: 1 key expert per lot (or the same key expert for more than 1 lot, if tendering for more than 1 lot);
2. site manager: 1 key expert per lot;
3. site engineer: 1 key expert per lot;
4. quality assurance manager: 1 key expert per lot (or the same key expert for more than 1 lot, if tendering for more than 1 lot);
5. electrical engineer: 1 key expert per lot (or the same key expert for more than 1 lot, if tendering for more than 1 lot);
6. mechanical engineer: 1 key expert per lot (or the same key expert for more than 1 lot, if tendering for more than 1 lot);
7. safety engineer: 1 key expert per lot (or the same key expert for more than 1 lot, if tendering for more than 1 lot).
1(b) Applicable to lot 1 only: the tenderer must have personnel qualified in the laying of pipelines using micro-tunnelling technology with the same dimensions foreseen in the detailed design.

3) Technical capacity of candidate:

1(a) The tenderer must have successfully completed over the last 5 years at least 2 contracts of similar nature/complexity comparable to the works concerned by this tender, for an amount hereafter indicated per contract:

  • EUR 5 000 000 if tendering for lot 1,
  • EUR 8 200 000 if tendering for lot 2,
  • EUR 2 300 000 if tendering for lot 3.

The tenderer shall present copies of the respective certificates of final acceptance signed by the supervisors/contracting authority of the projects concerned.
1(b) Applicable for lot 1 only: the tenderer must have the following qualifications related to the laying of pipelines using micro-tunnelling technology:
(i) machinery, equipment and personnel qualified in the laying of pipelines using micro-tunnelling technology with the same dimensions foreseen in the detailed design;
(ii) to have already completed micro-tunnelling pipeline contracts with the same dimensions foreseen in the detailed design for at least 2 000 m during the past 10 years.
2. The tenderer must carry out at least 70 % of the contract works by own resources, which means that it must have the equipment, materials, human and financial resources necessary to enable it to carry out that percentage of the contract.
3. If the tenderer is the lead member of a joint venture/consortium, it must have the ability to carry out at least 50 % of the contract works by its own means.
4. If the tenderer is a partner of a joint venture/consortium (i.e. not the lead member) it must have the ability to carry out at least 10 % of the contract works by its own means.

Award criteria:
Price. The contract will be awarded to the lowest compliant tender, taking into account the most favourable overall solution.

It is also available for inspection at the premises of the contracting authority, Rruga e Durresit 127/1, Laprake, Tirana, Albania.
