Construction of a tram depot and tram rail (first phase) and procurement of five tram vehicles.

The contract covers the construction of a depot – administrative building with management centre, workshop, washing hall, separate area for garaging a maximum of 40 vehicles and additional area for garaging 6 tram vehicles. Also, it includes the construction of a single length route of total of 12km physically separated from the other traffic routes on the road, as well as procurement of 5 vehicles with 100 % low floor with vehicle length of 32-33 meters.

General Overview

/ PPP Contracting Procedure / Status of the Project RAVE – Rede Ferroviária de Alta Velocidade, S.A. (RAVE) was created by Decree-Law No. 323-H/2000, dated 19 December, and constituted with a capital of 2,500,000 Euros as a public limited company with exclusively public capitals. 60% of the company is held by the Portuguese State and 40% is held by REFER – Rede Ferroviária Nacional, E.P.E., the national railway infrastructure administrator.

In addition to its activities in Portugal, in partnership with ADIF – the Spanish Railway Infrastructure Management company, RAVE is a 50% shareholder in AVEP – Alta Velocidade Espanha-Portugal (High Speed Spain-Portugal), a European economic interest grouping created in order to study rail links between the two countries. AVEP is responsible for coordinating market research studies and defining routes and other technical aspects of the trans-crossing sections of this railway system, and also co-ordinates applications and procedures for obtaining EU funding for the project.

Framework
Currently, the transport sector for passengers and goods is clearly more favourable to road transport, especially due to the imbalances seen in recent decades. In addition to intense investments in road infrastructure, which has been a decisive factor for
development and a reference for mobility standards, the rail network has increasingly been unable to keep pace with modern requirements for mobility, both in terms of passengers and freight.
Against such a background, and considering the acknowledged benefits associated with rail transport as a means of reducing the external costs of the transport sector, it has become necessary to develop rail services and infrastructure which responds to current
mobility standards, offering advantages for users in terms of costs, time, reliability and comfort with integration into the entire European rail network.
In compliance with this objective, the development of the Trans-European Transport Network envisages the construction of 20,000 km of High-Speed railways up to 2020.
The Trans-European Transport Network is a central element of European policies for the revival of rail transport, associated with values of competitiveness, efficiency and sustainability.
The implementation of the High-Speed Rail Network in Portugal will commence with the Lisbon-Madrid, Lisbon-Porto and Porto-Vigo axes, which are considered to be a priority by the Portuguese government. This is due to the need to guarantee journey duration
and mobility standards and competitiveness equivalent to those achieved on the main European economic axes for the links between Portugal’s two main metropolitan areas and between these cities and Madrid. The creation of these High-Speed rail links is a
decisive factor for Portugal’s integration into the European rail network, creating the necessary conditions to boost competitiveness - in the Iberian and European context - of the Portuguese regions which have the highest population density and generate most of
the nation’s wealth.
