Slovakia : EU funds for energy

Measure 2.1 - Improving energy efficiency on both the production and consumption and introducing advanced technologies in energy

Scheme to promote sustainable development 
The amount of funds allocated for this call is 15 000 000 EUR (451 000 000 CZK).

Objective of aid

The aim of providing assistance under this Call is to support the reconstruction of objects in order to improve their energy efficiency and renewable energy sources to reduce energy intensity of production and technological processes in various sectors of the economy.

Eligible projects

Assistance under this call is intended for investment projects aimed at energy savings:
- Reconstruction of buildings to improve their energy efficiency (improved thermal insulation properties of the outer surface of objects);
- Reconstruction of buildings to improve their energy efficiency (improved thermal insulation properties of the outer surface of objects) in combination with the exchange of heat sources to fossil fuel for heat sources to renewable energy sources, while expenditure for the exchange of heat sources shall not exceed 30% of the total eligible expenditure for project.
The term “heat source for the fossil fuel” means a boiler body is entirely based on fossil fuels (eg, a boiler for combustion of brown coal) without a connection pipe, spalinovodov, electrical and structural adjustments.
The term “heat source for renewable energy sources” means the boiler body is entirely based on renewable energy sources (eg boiler for combustion of wood chips), or heat pump without attaching pipes, wiring and structural modifications, or solar panels without connection pipe combined heat exchangers, electrical and structural adjustments.

Eligible beneficiaries

The beneficiaries are the natural or legal persons authorized to do business under § 2. (2) Commercial Code, registered in the Czech Republic, which they intend to implement various types of eligible projects. By signing the contract for the provision of NFP is the recipient deems the applicant to provide assistance.

Micro, small and medium-sized enterprises (SMEs)
Determining the definition of SMEs is the definition used in Annex I of Commission Regulation (EC). 800/2008 of 6 August 2008.

Regions
Under this scheme, it is possible to provide assistance to support the regions under the Convergence Objective, T. j. regions where GDP per capita measured in purchasing power parities and calculated on the basis of data for the period 2000 - 2002, less than 75% of the average GDP per capita in the EU 25 for the same reference period. This includes Western Slovakia (Trnava, Trencin, Nitra region), Central Slovakia (region of Banska Bystrica, Zilina) and Eastern Slovakia (Kosice, Presov).

To determine the eligibility of the recipient is a crucial location where the eligible project, the beneficiary is not established.

Eligible expenses

Eligible under this call are the expenses incurred in connection with the implementation of eligible projects to:

- Acquisition of tangible assets, the price of machinery, apparatus and equipment is defined according to § 25 paragraph. (5) of Law No. 431/2002 Z. z. Accounting, as amended;

- Reconstruction of buildings to improve their energy efficiency.

The eligible expenses may be considered only expenses that meet all the conditions set out in the scheme to promote sustainable development (de minimis aid).

Eligible in terms of time, the amount and reasonableness are:
- The expenses incurred during project implementation, the project can be commenced from the date of the declaration calls for application of the NFP (this fact must be taken into account but in the notice of initiation of the project)
- Costs that are verifiable, original documents in the recipient (the evidence, statements of accounts, etc..) And supporting documentation (quotations, etc.)..

In the case of disapproval the application for NFP are all expenses incurred by the recipient prior to his decision not to grant the request for NFP nenárokovatelné.

Buildings where the project must be wholly owned by the applicant (business entity) with the exception of land, which may hire the applicant.

The form, amount and intensity of aid

Assistance under this scheme shall be implemented through provision of NFP. NFP is not advanced, but the form of reimbursements, paid on the basis of the accounting records showing the actual amount of eligible expenses.

- The minimum amount of the aid recipient is 20 000 EUR.
- The maximum amount of assistance the recipient may not exceed EUR 200 000 over any period of three fiscal years.

Determining the intensity of the aid granted in the regions under the Convergence Objective shall be governed by provisions of the de minimis aid.

The maximum duration of the project

Duration of the project may not exceed 24 months.

Terms of assistance

The main conditions for the provision of assistance include:

  1. Submission of a NFP, including mandatory attachments.
  2. Proof of financial resources to ensure co-financing:
    a. eligible project costs of at least 50%, respectively. 60% (in addition to the art. I, paragraph 6) of the total eligible expenditure in a form which does not involve any state aid, either from its own resources or through external financing,
    b. unauthorized expenditure of the project.
  3. A written document issued by the District Court, not older than 3 months at the date of submission of the NFP showing that the recipient is not in decline, ie it is insolvent or has been extended and the proposal to permit a proposal for the restructuring or bankruptcy.
  4. The fulfillment of obligations relating to taxes administered by the tax authorities in accordance with the laws of the Slovak Republic on the date of submission of the NFP.
  5. A written document issued by the competent authority, not older than 3 months at the date of submission of the NFP, showing compliance with the obligations regarding payment of premiums for health and sickness insurance, pension insurance and unemployment insurance contributions paid by employers under the relevant regulations.
  6. Fulfillment of the obligation to the recipient to proceed with the procurement of works, goods and services within the meaning of § § 281-288 Commercial Code. Further manual adjustment includes the applicant, which is attached to the call for submission of NFP.

INVITATION FOR TENDERS

Slovenská elektrizacná prenosová sústava, a.s. (SEPS, a.s.), hereinafter referred to as the Employer, has received a grant from the Bohunice International Decommissioning Support Fund (BIDSF), administered by the European Bank for Reconstruction and Development (EBRD) towards the cost of the supply of electrical and instrumentation and control equipment and related works and services as required for the reconstruction measures of the Bošáca Substation to adapt the substation to the conditions of the grid after the final shutdown of Bohunice Nuclear Power Plant, Units 1 and 2 (Bohunice V1 NPP).
The Employer now invites sealed tenders from Suppliers / Contractors for the following contract to be funded from part of the proceeds of the grant:
Contract for the design, manufacture, pre-assembly and acceptance testing in the manufacturers’ workshop as well as the transportation to site, unloading, temporary storage, erection, interface co-ordination, adjusting, setting, identification, commissioning and acceptance testing, trial operation and making good all defects during the defects notification
period all required electro-mechanical systems for the Bošáca Substation mainly consisting
of:
• Supply and installation of 1 (one) new 400 kV bay including extension of double busbar system and transfer-bus system; instrument transformers will be of the combi-type (VT-CT), SF6 insulated.
• Supply and installation of 1 (one) new 400/110/10.5 kV autotransformer, 350 MVA, including heat-exchange system. Transformer foundation with oil pit for 20% of total transformer’s oil capacity including connection to oil storage tank. A sufficient water-oil separator is existing.
• Supply and installation of 1 (one) reactor for compensation of capacitive load of the overhead transmission line, air insulated, directly connected to the 10.5 kV winding (without circuit breaker or load break switch).
• New 400/230 V AC and 220 V DC distribution switchgear.
• Supply and installation of a local protection and control system; voltage regulator and paralleling device is required.
• Re-programming of the digital substation control-system.

Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibiltity restrictions definded within the BIDSF. (The eligible countries as at December 2008 are: the European Union member states, Switzerland and the EBRD’s countries of operations). The proceeds of the BIDSF’s grant will not be used for
the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

Slovakia time, on 24 June 2009, at which time they will be opened in the presence of the Tenderer’s representatives who wish to attend.
A pre-tender meeting with site visit will be carried out to answer any questions on the Tender Documents and to enable the Tenderer’s to familiarize with the local conditions at the site.
The meeting including the site visit escorted by the Employer / Engineer will be held on 12 May 2009, starting at 8:00 h Slovakia time at:
